The amendment aligns with a prior TDA resolution and an agreement between the city and the TDA that requires the GLC to present a formal budget plan to the authority. Dr. Turner Addison said the GLC was established in October 2024 to execute development of 56 acres in the Kirkpatrick Heights Greenwood Master Plan area and that the board had taken preparatory steps including incorporation, adoption of bylaws and a conflict-of-interest policy.

Dr. Turner Addison said the organization submitted IRS Form 1023 in April 2025 to pursue 501(c)(3) status and has contracted Thrive PEO for payroll and benefits. She described an executive director search led by the Muneeba Group with a hiring decision anticipated in October 2025, and said the GLC board plans to expand from five to nine members. “We are turning plans into lasting impact, safeguarding our heritage while building a thriving North Tulsa for generations to come,” Dr. Turner Addison said.

GLC representatives told the TDA that the amended 2025 budget includes $40,200 earmarked for services to support hiring and onboarding and cited a prior component of the budget of $147,750; they reported the amendment raised the total by $84,408.33 from the initial 2025 plan. The GLC also described a June stakeholder governance meeting that drew about 80 partners and said it is working with the Hayward Burns Institute and Blue Meridian to strengthen board selection and capacity building.

Jamie described site considerations discussed with city staff, including underground utilities that complicate foundation placement. She said the sculpture’s modular design would allow individual foundations and flexible placement. Kendall Whittier Main Street has already undertaken a land survey and will coordinate with city development services and other agencies on permitting. If placed centrally, the installation could require a small lot-line adjustment.

Jamie said the group is mindful of existing loitering and visibility issues at the site, and that project funding includes modest investments in trash cans and related site activation measures. She also said the adjoining eye doctor’s office had not expressed enthusiasm for locating components on the southern portion of the site, so the project team plans to be respectful of that neighbor’s concerns.

TDA commissioners praised the design and approved the installation; the motion passed without recorded dissent.
