The new building will be approximately 4,181 square feet, slightly smaller than the existing structure, and will feature 21 parking spaces, a reduction from the 34 currently available. This change is part of a broader strategy to improve site circulation and pedestrian connectivity.

The proposed design includes a side-by-side drive-through with two queuing lanes, which is expected to streamline service and reduce wait times. Improvements will also be made to pedestrian access, ensuring compliance with ADA standards. Notably, the project respects a reserved right-of-way along East Baltimore Street, leaving a green space to accommodate any future state highway needs.

Traffic studies indicate that the new layout will generate fewer vehicle trips compared to the current setup, which is anticipated to lessen the impact on the surrounding road network. The planning team has conducted thorough parking studies, revealing that peak usage at the existing site rarely exceeds 15 occupied spaces, suggesting that the proposed 21 spaces will adequately meet demand.

However, the project has raised questions regarding parking adequacy, particularly concerning employee vehicles and potential overflow into the adjacent Taneytown Shopping Center. The Commission discussed the need for a parking easement with the shopping center to ensure sufficient capacity for both McDonald's and other tenants.

The redevelopment also includes plans for improved signage and stormwater management, with a commitment to meet state and county requirements. The anticipated construction is expected to enhance the overall customer experience while maintaining compliance with local regulations.
