Residents from various districts reported that these canisters are frequently found on roadways, posing a serious risk to motorists who may swerve to avoid them, potentially leading to traffic collisions.

Commissioner Takayama highlighted that the issue is particularly prevalent near the Old French Cafe in District 4, with additional reports from Districts 3 and 5. The presence of these canisters not only creates a nuisance but also endangers drivers, especially the elderly, who may panic upon encountering them on the road.

Brandon Takayama, a public speaker at the meeting, elaborated on the situation, explaining that nitrous oxide is often misused at parties and is sold at local smoke shops, including the Jungle Smoke Shop on Whittier Boulevard. He noted that the sale of these canisters is a violation of local regulations, and he urged the commission to take action. Takayama expressed concern that students from nearby high schools are purchasing and using these canisters before school, further exacerbating the issue.

The commission agreed to collaborate with the Montebello Police Department and code enforcement to investigate the matter further. They acknowledged the dual nature of the problem, recognizing it as both a public safety nuisance and a traffic hazard. The commission plans to address this issue in an upcoming meeting scheduled for October 8, where they will continue discussions on the Jungle Smoke Shop and its role in the ongoing problem.
