Perris City Council has taken a significant step towards revitalizing the area around Lake Perris by approving a comprehensive development project during their meeting on September 30, 2025. The council unanimously adopted a series of resolutions that will transform a previously proposed industrial site into a vibrant commercial and residential mixed-use development.

The project, known as the Retreat at Lake Perris, will occupy 16.91 acres along Ramona Expressway. It aims to replace an outdated industrial warehouse concept with a multifamily residential complex, a self-storage facility, and a commercial area featuring a hotel and two sit-down restaurants. This shift aligns with the city’s goal of enhancing community amenities while addressing housing needs.

The approved plan includes a specific plan amendment, a tentative parcel map, and a conditional use permit, among other components. The multifamily development will consist of 204 units, including 116 one-bedroom and 88 two-bedroom apartments, complemented by extensive amenities such as pools, fitness areas, and community spaces. The self-storage facility will provide 1,079 units, with a significant portion being climate-controlled, catering to local storage needs.

City officials emphasized the importance of this project in promoting economic growth and improving the quality of life for residents. The planning commission had previously recommended approval, noting that the project meets all necessary development standards and parking requirements.

While the environmental impact report indicated that greenhouse gas emissions would remain significant and unavoidable, the council adopted a statement of overriding considerations, allowing the project to proceed. The city received minimal public feedback, with only one letter of support from a local community group, Perris Neighbors in Action.

This development marks a pivotal moment for Perris, as it not only aims to enhance the local economy but also to provide much-needed housing options in a growing community.
