The Town of Bel Air is considering an extension for the temporary use of a parking lot at 32 West Ellendale Street, which has been utilized for outdoor dining during the COVID-19 pandemic. As the allowances for these operations expire today, town officials are weighing the implications of this decision on local businesses, particularly Independent Brewing Company (IBC) and Zeebalt.
During a recent Board of Town Commissioners work session, discussions highlighted the need for additional time to address the parking lot's compliance with town regulations. The lot, which has been used informally for parking, requires significant upgrades to meet safety and stormwater management standards. These upgrades include paving, landscaping, and proper lighting, as mandated by state law for parking areas with more than 15 spaces.
IBC has already begun dismantling its outdoor dining setup and plans to revert to pre-COVID conditions. However, the parking lot, owned by a separate entity, has not yet undergone the necessary permitting process. The owner, represented at the meeting, expressed a desire to work with IBC to establish a legitimate parking arrangement, emphasizing the lot's importance for local businesses and community events.
Commissioners acknowledged the lot's value, noting that it serves not only IBC but also visitors to the nearby trail and other local businesses. They expressed a commitment to finding a solution that balances compliance with the needs of the community. The proposed extension would allow more time for the property owner to navigate the permitting process, with a target date set for June 30.
