The Structural Pest Control Board convened on October 1, 2025, to discuss various updates and issues pertinent to pest control regulations in California. The meeting featured a significant update from the California Department of Pesticide Regulation (DPR), presented by Beth Boss, a senior environmental scientist.
Boss began her presentation by highlighting the recent structural regulatory training held in Dublin, California, in September 2025. This training, conducted in collaboration with the Structural Pest Control Board, aimed to educate attendees on structural inspection criteria and resources for investigations. A total of 79 county agricultural commissioner staff from 36 counties participated, with plans for the next training session to be held in Southern California in 2026.
The DPR also issued enforcement letters since the last board meeting. Notably, enforcement letter 25-08 was released in June, detailing changes to sulfuryl fluoride labels for Vican and Xythor, including new site-specific fumigation log requirements. An optional interim form was provided to assist applicators in documenting these requirements. Additionally, enforcement letter 25-09 was issued in July, which addressed a disciplinary review concerning a civil penalty appeal related to a fumigation case.
In personnel updates, Boss noted the appointment of Julie Henderson as DPR director and Leah Bailey as chief deputy director, effective April 2025. Bailey has been with the department since 2021, previously serving as deputy director of communications and outreach.
Following the DPR update, the floor was opened for public comment. A participant raised concerns regarding proposed changes to rodenticide use, specifically questioning whether the new educational requirements would count towards continuing education credits overseen by the board. This comment prompted a discussion about ensuring that any additional educational components align with existing continuing education requirements.
The meeting concluded with an invitation for further public comments, emphasizing the board's commitment to engaging with stakeholders on these important regulatory matters.
