The City of Hot Springs is set to enhance its housing landscape following the Board of Directors' approval of an ordinance for a Planned Development (PD) plan for the Bush Park addition. This decision, made during the October 1, 2025, meeting, allows Garland County Habitat for Humanity to replat two existing lots into three separate lots, paving the way for the construction of three single-family detached homes.
The approved development plan, located at 109 Olmos Street, aims to address the community's need for affordable housing. The project will convert the current two lots, which total approximately 14,500 square feet, into three lots measuring 5,000 and 4,500 square feet each. This reconfiguration is essential as it aligns with Habitat for Humanity's mission to provide attainable homeownership options.
The ordinance includes a request for specific exceptions to existing zoning regulations. Notably, the plan seeks to reduce the corner side yard setback from 10 feet to 8 feet for one lot and to allow a minimum lot width of 50 feet instead of the standard 65 feet. These adjustments are crucial for the successful development of the homes while maintaining consistency with the surrounding neighborhood.
Habitat for Humanity's approach includes a 25% mortgage for homebuyers and a 10-year silent second mortgage, ensuring that the homes remain affordable and serve as primary residences. This initiative supports the city's housing strategy and comprehensive plan, which emphasizes the need for diverse and affordable housing options.
The approval of this PD plan marks a significant step towards increasing the availability of affordable housing in Hot Springs, demonstrating the city's commitment to innovative land use and community development. As the project moves forward, it is expected to contribute positively to the local housing market and provide new opportunities for residents seeking homeownership.
