In a recent City Council work session, Casper officials discussed the implementation of an electronic lockbox service aimed at improving the efficiency of utility bill payments. This initiative comes in response to community feedback regarding the lengthy processing times associated with traditional payment methods.
Previously, the city utilized a lockbox service where utility payments were mailed to a processing center on the West Coast, leading to delays of up to ten days before payments were credited to customer accounts. Residents expressed frustration over this slow turnaround, prompting city leaders to explore alternatives.
The proposed electronic lockbox, or e-lockbox, will streamline the payment process. Instead of receiving checks through the mail, payments made through bank bill pay services will be processed electronically. This means that once a customer initiates a payment, the city will receive it the next day, significantly reducing the wait time for payment posting.
Currently, the city processes about 1,000 bill pay checks each month, which requires manual handling by staff. The e-lockbox system will not only expedite payment processing but also allow for automatic uploads into the city’s financial system, Munis, enhancing overall efficiency.
This change is expected to benefit both residents and city staff, providing quicker payment confirmations for customers while reducing the administrative burden on city employees.
