State board committee approves a string of special-purpose school trustee appointments; public commenter urges transparency in appointment process

The State Board of Education9s Committee on School Initiatives voted on Jan. 31, 2025, to approve a set of trustee appointments and reappointments for special-purpose independent school districts and heard public comment urging greater transparency in how appointed trustees are selected.

Christopher Lucas of the Texas Education Agency9s Office of Governance explained the mechanics to the committee: when a vacancy occurs on a special-purpose district board, the CEO of the residential facility or the military installation commander submits nominations to the commissioner along with attestations and assurances, and the committee considers those nominations. "There are four such districts that are regularly subjects on items of this committee9s agenda," Lucas said, listing Cal Farley Boys Ranch ISD and three DoD-related districts in the San Antonio area.

The committee approved a reappointment for Boys Ranch Independent School District to a two-year term (01/31/20259to901/30/2027) based on the recommendation submitted by the Cal Farley Boys Ranch CEO. TEA staff told the committee that the CEO had recommended a specific nominee in the agenda materials; the committee voted by voice to approve the nomination.

The committee also approved one reappointment and one appointment for Lackland Independent School District9s board of trustees (terms 01/31/2025 to 01/30/2027) and approved an appointment to the Randolph Field Independent School District board for Robert C. Bornhauser to the same term. Nominees appeared by audio/video for committee questions in each case and summarized prior service and reasons for seeking the seat.

During public testimony, Mary Fox, a retired school principal who said she previously worked at Randolph Field ISD, urged the board to require more public notice and community input for appointed seats. "I am not advocating for or against him, simply commenting on the process of nominations in general," Fox said, referencing recent appointments. She described instances in which she said application windows and interview schedules were not broadly posted, meetings were scheduled at times difficult for working parents, and local email channels were not monitored. Fox asked the committee to consider rule changes requiring districts with appointed trustees to post upcoming application deadlines 30 days in advance, to publish a vetted list of qualified applicants, and to create a way for community members to provide input to the recommending authority before a final recommendation is forwarded.

Committee members and staff responded that the special-purpose districts are subject to the Texas Education Code and Texas Administrative Code provisions that govern all ISDs but that changes to the appointment or notification process would require rulemaking. Staff said the board has authority to pursue rule changes if it chooses.

Ending: The committee approved the slate of appointment motions by voice vote and forwarded the nominations as placed on the agenda. Committee members asked staff to accept the public commenter9s written recommendations by email for follow-up and noted the board could pursue rulemaking if it wished to require additional posting or community input steps.
