Parks department bids for UTVs accepted for further review; staff to return with compliance details

The Harvey County Board of Commissioners on Sept. 23 opened bids for a parks department side-by-side UTV and voted to accept the bids for further review rather than award a contract immediately. Parks staff member Cass presented three bids: Flint Hills Powersports, which offered a 2026 Polaris Ranger 1,000 premium for $19,523.99 with an $800 trade-in allowance (net $18,723.99) and a 30-day delivery; Dan Cycle, which submitted materials but did not complete the bid form; and Bikers Edge Powersports, which listed a 2026 CFMOTO UForce 1,000 for a cash price of $13,499 with a $2,000 trade allowance and a $295 documentation fee but did not include the bid form needed to confirm specifications. Cass reported that Flint Hills met the minimum specifications and that the model included a standard front rope winch; the Flint Hills warranty was described as a standard one-year warranty with an option for an extended warranty with a $150 deductible. Commissioners asked staff to verify that the other bids met specifications and asked Cass to return with compliance documentation. A commissioner moved to accept the bids and require Cass to bring back full compliance details next week; another commissioner seconded. The board voted aye and the motion passed. No award was made at the Sept. 23 meeting. Cass said she would review Dan Cycle’s and Bikers Edge’s submissions and return with complete bid forms and specification confirmations at the next meeting.
