Licensing panel approves several apprentices, denies incomplete applications and OKs master exam pending paperwork

At the meeting, members approved several apprentice applications, denied two applications for lack of required documentation and agreed to accept a candidate to sit for a master electrician exam once the board receives verification, staff and applicants said.

The licensing staff member Kathy said: "We've always required that for everybody," referring to signed verification of enrollment or employer signatures. That verification was central to debate about applications from Marcus Isaac, Josh Jennings and others.

The panel approved apprentice applications for Tristan R. Clark, Jason Allen Swindell, Tyler Lowell Ritchie and Trey M. Wheeler after the staff confirmed their paperwork was in order. A motion to deny one applicant identified as Miss Wilson carried after members said her packet lacked the signatures and experience documentation the board requires. Another applicant discussed later also was denied for missing hours and licensing evidence.

Board members repeatedly emphasized two recurring requirements: applicants for apprenticeship must be enrolled in an approved training program and applicants for a master or journeyman license must show specified work experience under a licensed master. One board member summarized the rule as a four‑year work requirement under a master for eligibility to sit for certain licensure steps.

Applicant Josh Jennings said he had completed IEC training: "I've already graduated from IEC," and asked to be allowed to take the master exam. Members voted to allow the candidate to apply for the master exam pending submission of either an IEC graduation certificate or documentation of an existing master license showing required experience. The motion to approve the master exam application pending verification passed with members voting aye.

Marcus Isaac and another applicant identified as Mr. Hall were approved on motions that stipulated the approvals were contingent on the staff receiving proper documentation and verification from the IEC or from their prior licensing jurisdiction. Board members and staff discussed that some apprentices had been enrolled originally through an IEC program in Indianapolis and would need to be transferred or have enrollment verified to the local program before the board could finalize approvals for work authorization.

Staff and members also discussed an upcoming test date cited by staff as April 15; members said they expect required verification and any large file transfers of supporting documents to be completed before the test scheduling and that staff (Kathy) would verify and circulate the records to the board for final sign-off.

Separately, members discussed enforcement practices after inspectors found work covered before inspection. The board said first offenses often get warnings; repeat or hazardous violations can prompt fines and other enforcement steps. Members said they have pursued fines in some cases where contractors concealed work or sold licenses improperly.

The board directed staff to obtain and circulate missing documentation for those approved pending verification and to confirm enrollments or transfers from IEC/Indianapolis. Once staff verifies the required signatures and program enrollment or copies of master licenses, the board will complete the approvals.

Kathy and other staff indicated they would follow up with applicants and the IEC contact Brandy to secure records the next day; the board said it would act on the verification by administrative sign-off or at the next meeting if needed.
