The Plan Commission on Oct. 6 approved a site plan and preliminary certified survey map to combine two parcels and expand Action City on Lorch Avenue. The applicant proposed new indoor mini‑golf, relocated go‑kart track, expanded offices and restrooms and additional parking on roughly 12 acres.
Planner Brandon Petrie said the application combines two parcels into one and adds building footprint and parking closer to Lorch Avenue to accommodate new attractions. Scott Cerveny, the applicant’s engineer, said the design provides pedestrian striping from parking to building entrances and proposed a crosswalk to reach the public right‑of‑way; he said bicycle parking currently near the entrance will be relocated to the new main entrance.
City engineering staff told the commission that Lorch Avenue reconstruction is included in the Capital Improvement Program in 2029 and that the city expects to match whatever pedestrian facility (sidewalk or multiuse trail) is ultimately constructed. Because the CIP project is not yet designed, staff and the applicant agreed the commission could approve the project now while deferring installation of a public sidewalk until the city’s reconstruction; the commission’s approval included a sidewalk deferral with the requirement that the applicant provide connections to the right‑of‑way line so the future facility can be tied in seamlessly.
The commission’s staff report noted grading, drainage, tree and landscaping requirements and said staff is generally satisfied with parking and bicycle relocation plans subject to minor conditions (additional trees and final grading/drainage documentation). Construction could begin this year if approvals and permit timelines proceed as planned, and the applicant told commissioners it would aim to complete the expansion next summer if permitted.
