LAS VEGAS — The Nevada State Board of Cosmetology on June 30 denied an application from Sunflower Massage to open at 2605 South Decatur Boulevard, citing staff findings that the site and the business’s presentation raised the same “hallmarks” investigators associate with illicit massage operations.
Board staff told members they had found features at the site and in online listings that suggested the business was staged and possibly operating without proper licensing. “We do not feel that we can license this establishment knowing that it is potentially in violation of several regulations, which include — but are not limited to — prostitution and engaging in cosmetology for a fraudulent purpose,” Jamie Hawkins, an investigator with board staff, told the board during the meeting.
