The project involves an elevated wood deck outside the wetland buffer and a reconfiguration of parking after the director’s prior condition to move parking out of the 30A scenic corridor buffer. The applicant reported moving four spaces out of the 30A right of way and relocating ADA parking to the east side of the site; public works will need to confirm the final ADA stall locations. Planning staff listed outstanding comments from planning, right-of-way, environmental and regional utilities.
Dean Burgess, representing Emerald Coast Associates, described the deck as “an elevated wood deck, that'll be placed outside of the buffer area.” He explained the team relocated the ADA parking to meet slopes and access requirements and said the deck will not increase indoor restaurant area or materially change stormwater behavior.
Committee discussion centered on confirming the ADA stall location with the county engineer and ensuring right-of-way and parking comments are addressed. Tim said staff would confirm the ADA location with the county engineer before the director issues the development order: “But I would like to confirm that first,” Tim said.
The committee conditionally approved the project and moved it forward to the director to issue the development order once the applicant addresses outstanding comments, including the parking designation in the right-of-way.
Next steps: applicant to finalize parking layout and respond to outstanding comments; staff to confirm ADA stall locations with public works/engineer.
