Staff and council members emphasized that before permits can be issued the developer must submit updated traffic studies and a final site plan for council review. Council members specifically noted that required improvements could include turn lanes or deceleration lanes on Sparta and Passage/State Route 66 if the updated traffic study indicates those are necessary.

A council member asked for an updated timeline; the developer said construction is likely within about five years. The council voted to approve the second amendment to the development agreement as presented; the motion passed by roll call.

Council and staff framed the amendment as an extension of previously approved development approvals rather than a change in density; the development’s density and most conditions remain as originally approved.
