A developer and partners presented a proposal to rezone a 3.01-acre parcel at 114 Chalmers Road from C-2 Commercial District to FRD Flexible Review District to permit a luxury garage-condominium development with a social-club component, representatives said at a public hearing.
The proposal would allow up to 22-by-50-foot garage condos (up to 26 units) and a 44-by-50-foot clubhouse, with a total building square footage limited to 29,700. The applicant described the concept as private, membership-based storage and maintenance space for automobiles with associated club amenities and security.
Jared Lamb, of Bluewater Civil Design LLC, introduced the site and design parameters. Bobby Regan, a partner in the proposed facility, said similar projects nationwide have filled quickly and described the local market: "it's a luxury motor condo ... and we did 1 in almost less than a year, and it filled up over 75% full within the first, you know, 3 months." On security and hours, Regan said the facilities are private-use only and that "if you're an owner of the unit yourself, it'd be 24/7 with locked security gates." He added that minor repairs and maintenance would take place inside units and not be visible from neighboring properties.
The applicant listed potential uses for the FRD such as private vehicle garage condominiums, minor in-unit service of personal vehicles (no commercial repairs visible), auto detailing, automated car-wash facilities, and on-premise food service (food trucks) for club events. Staff noted that signage and lighting would conform to county standards.
No members of the public spoke in opposition during the hearing. County staff and the applicants emphasized that tonight was informational only; no council action was taken. The planning and development committee and subsequent council readings will determine whether an FRD designation and the proposed use list are approved.
