Summary
Finance Director Dave McCormick told commissioners that moving a workers' compensation fund balance into an 'other expense' account will permit distribution of $278,137.64 to Metro Parks; the reorganization is part of a larger effort that returned approximately $18 million to county funds, including about $8 million to the general fund.
Finance Director Dave McCormick told the Butler County Commissioners on Tuesday that administrative budget transfers and appropriations will allow the county to disperse formerly locked balances held in legacy insurance and workers' compensation funds.
McCormick asked the board to transfer $278,137.64 within the newly opened workers' compensation fund from a transfer‑out account to an other‑expense account so the amount can be disbursed to Metro Parks. He said the move follows a countywide effort to close two legacy health insurance funds and the old workers' compensation fund and to open a new workers' compensation fund with an updated funding methodology.
“We've unlocked approximately $18,000,000 of funds and returned those to the various funds around the county, of which $8,000,000 is going back to the general fund,” McCormick said, describing the accounting changes as the mechanism for reallocating excess balances. He said the dispersals reflect balances as of Dec. 31, 2024 and that staff will return at year end to request additional appropriations to disburse what is collected in 2025 before moving to the new methodology in 2026.
The agenda also included routine appropriations (for example, a $10,000 state grant–funded materials appropriation for the coroner) and purchase orders and requisitions for court security upgrades. Commissioners approved the finance items as submitted.
Ending: McCormick said staff will continue year‑end accounting work and return with follow‑up appropriations and updates on the transition to the new workers' compensation funding approach.
