Board reports high online renewal rates, outlines CPD audit process and common documentation issues

SACRAMENTO — The Licensure Committee received a continuing professional development (CPD) and renewals update on Aug. 8 that showed most psychologists and psychological associates renew online and that audits are ongoing.
Staff reported that between January and May 2025 an average of 93% of psychologists and psychological associates renewed online and 7% renewed by mail. For approved renewals in that period, staff said an average of 80% of psychologists renewed as active, about 7% as inactive and roughly 2% as retired; psychological associates accounted for about 9% of approved renewals in a typical month.
On audits, staff said attachment C (page 31 of the packet) shows a 42% pass rate for audits conducted January–May 2025, with 58% of audits outstanding or pending review. Staff also said there have been no failed audits based on CPD documentation received and reviewed as of the report. Audit selection is done monthly and, at the time of the meeting, the board was auditing roughly 2% of approved renewals; an audited licensee generally has 60 days to return materials.
Staff reiterated that the board’s CPD reporting form is a courtesy form and not required; applicants may submit their own forms and supporting documentation (completion certificates, provider documentation, etc.). Several public commenters said the board’s PDF reporting form had formatting or field-size limitations; Dr. Mendoza and Adrianne (a caller) described having to prepare separate documents to organize supporting materials. A commenter, Leslie Snyder, said she appreciated the change to online CE tracking.
Committee members asked staff to consider usability improvements to the board’s reporting form. Staff said they will continue to update charts and trends and will add newly captured license types (research psychoanalysts and student research psychoanalysts) to renewal statistics in future packets.
No formal committee actions were taken on CPD rules or audit policy at this meeting.
