The Dothan City Commission on Oct. 7 declared three parcels at Napier Field surplus and conveyed portions of airport property to the Dothan Houston County Airport Authority, approving ordinances and a quitclaim deed to facilitate a property exchange and support a new home for the Civil Air Patrol.
Ordinance 2025-260 declared the parcels surplus and authorized quitclaim deeds to the airport authority. A related resolution (2025-261) accepted a quitclaim deed from the Airport Authority for parcel number 261604200001-066. City and airport authority staff described the measures as a clean-up of ownership records and a swap that will allow both the city and the authority to better use the land. The city manager said the swap will enable the Civil Air Patrol to have a new facility.
Commissioners thanked staff and airport authority representatives for working on the transaction; the vote to approve the conveyances and related documents passed on a motion, second and voice vote. The items were presented together and described by staff as coordinated steps to tidy ownership and support airport activity.
The approved actions do not obligate additional city capital spending beyond the conveyance and will show on local property records when deeds are recorded. The commission emphasized the Civil Air Patrol’s youth and aviation-development activities and said the land adjustments will assist that program.
City staff identified Airport Authority Executive Director Adam Hartzog and the city manager as participants in the transaction during the meeting.
The conveyance means the airport authority will hold title to the parcels specified in the ordinances and the city will acquire the parcels described in the accepted quitclaim; both parties will complete the deed recordings per standard conveyance practice.
