County signs BUILD grant amendment as final closeout steps continue on truck-route project

Brandon McKay, Ellis County public-works director, told the commission on Oct. 7 that the federally funded BUILD (Better Utilizing Investments to Leverage Development) truck-route project in the Northwest Business Corridor finished construction about two and a half years ago but remains in final closeout. McKay said the amended grant agreement updates completion dates and accounting details and transfers any residual funds according to federal and state requirements; the project incurred liquidated damages for late completion.
McKay said some remaining funds may have to be returned to the federal or state grantors, and any funds that come back to the county are not certain. He said traffic counts and time studies must be submitted to the grantor in the coming two years as part of final closeout requirements. The amendment will finalize the project schedule and accounting.
Commissioners approved and signed the BUILD grant amendment (amendment No. 3) by voice vote, 2–0. McKay asked the commission whether a minor name-spelling issue on the paperwork should be corrected by initialing; legal staff advised initialing was acceptable for the signature block.
No additional county match or appropriation was requested at the meeting; the amendment is an administrative step to complete federal closeout requirements.
