Council committee backs reallocating remaining ARPA funds to Lancaster Rec repairs and accessibility

Director Campbell asked the Committee of the Whole to approve a supplemental appropriation reallocating remaining American Rescue Plan Act (ARPA) funds previously granted to the Lancaster Recreation Commission for the Price Elementary project to necessary renovations at the existing Lancaster Rec facility, including HVAC replacement, elevator work and structural bridge repairs. Director Campbell said HVAC replacement at the existing facility could be performed for under $300,000 and that the elevator replacement and bridge repairs would follow if funds permit. Council moved the supplemental appropriation to the Oct. 14 full council meeting after staff confirmed that ARPA-funded expenditures must meet federal and local appropriation rules and that the reallocation is a permissible continuation of the originally intended scope (facility renovation). Staff will finalize exact remaining balances and bid estimates and proceed with procurement and work sequencing if council approves the transfer.
