Senior planner Tom Seavers presented the second reading and noted an administrative update removing the Willamette‑area fire district reference; the territory remains served only by the Glenwood Water District. The ordinance lists multiple tax lots (detailed in the council packet) and includes a severability clause and effective date. Council approved the annexation on a recorded vote of 6‑0.
Councilors described the annexation as a long‑term objective and noted the next step: finalizing a master plan for the Glenwood Riverfront which will guide future mixed‑use development in the annexed area. No public comment was made during the second reading and no changes were offered to the amended staff report.
The ordinance will take effect as provided in the ordinance language and staff will proceed with planning steps for the area.
