In a recent meeting of the Grove City Planning Commission, discussions centered on a proposed special use permit for a recreational cannabis dispensary at 3989 Jackpot Road. The applicant, represented by Chris Welsh, seeks to operate a facility that would dispense both medical and recreational marijuana, following the establishment of a special use permit process by the city council in August 2024.
The proposed dispensary is designed to comply with local regulations, including a requirement that it be located at least 500 feet from certain facilities such as treatment centers, schools, and parks. Welsh presented evidence from a registered surveyor confirming that the dispensary meets this distance requirement, with a measured distance of 508 feet from a nearby treatment facility.
The dispensary plans to operate daily from 10 AM to 8 PM, with peak customer traffic expected between 3 PM and 6 PM. Project materials estimate that the facility will serve up to 740 customers and accommodate around 673 vehicles daily. To manage customer flow, only 20 customers will be allowed inside at any one time, with anticipated visit durations of 12 to 17 minutes.
However, the site currently faces several challenges. An inspection revealed landscaping issues, including overgrown shrubs and dead branches, as well as a notice of property maintenance violations for rubbish accumulation and broken curbs. The building division has mandated that these issues be resolved before the dispensary can commence operations. Additionally, the existing signage does not meet city code requirements and must be removed.
Despite these concerns, the development department has recommended that the Planning Commission approve the special use permit, contingent upon addressing the noted stipulations. During the meeting, Welsh acknowledged the receipt of two emails from community members opposing the dispensary, citing concerns related to tourism and safety.
As the Planning Commission deliberates on this recommendation, the outcome could significantly impact the local community, particularly in terms of economic development and public safety considerations. The next steps will involve further review by the city council, where the final decision on the permit will be made.
