City Council awards pavement-rehabilitation contract for Panorama, Corta and Alcita streets

The Cathedral City Council on Monday approved a construction contract to Vance Corporation to rehabilitate streets in the Panorama neighborhood and to resurface Corta and Alcita roads. The council authorized a 20% contingency and directed staff to execute contract documents and request bonds and insurance.
City engineer Armando Valdezone told the council the two projects were included in the city’s capital improvement program and were programmed using Measure W funds. He said the combined construction estimate before bidding was about $1.3 million; the low combined base bid came in under $920,000 and the total project budget with a 20% contingency is $1,103,658.48. Valdezone said Panorama work includes grinding, crack sealing and edge resurfacing; Corta and Alcita work will include removal and replacement of about 3 inches of asphalt, water facility adjustments and striping.
The staff report said funding will come from Measure W for Corta and Alcita and a mix of Measure A and assessment district 80 funds for the Panorama neighborhood; staff noted assessment-district 80 funds are restricted to the Panorama area.
Council members asked questions about portions of Corta that were not included in the bid. Council member Gutierrez asked why the Corta work does not extend all the way to Maravilla; Valdezone replied funding limitations drove the scope and that the pavement-condition index on the omitted portion was similar, noting staff would need to return with an estimate and that adding that segment would require additional engineering and bidding. Council member Carnivale asked whether pavement work would be coordinated with Frontier’s fiber construction; staff said coordination will take place at the preconstruction meeting.
Motion by Council member Lam, second by Council member Gutierrez, carried by unanimous vote (all ayes). The city will proceed with contract award and issue the notice to proceed once bonds and insurance are in place.
The projects are listed in the city’s five-year strategic plan under Goal B: Community Investment. Work is expected to proceed after the successful contractor completes required submittals.
