Torrington residents can look forward to a festive Halloween celebration as the City Council approved a special event permit for the annual trunk or treat event, scheduled for October 31, 2025. The event, organized by Go Goshen, will take place from 5 PM to 7:30 PM and is expected to attract over 1,000 children and their families, significantly boosting community engagement.
