Parke Grimmer, owner of Green Spring Center LLC, presented plans to repurpose the space, which previously housed PNC Bank, by expanding the parking area and creating a dedicated stacking lane for the new oil change service.
The proposed 1,600 square foot building aims to streamline operations while reducing the impervious surface area previously occupied by the bank. Civil engineer Russell Gartner emphasized that the redesign will include updated landscaping and improved utility management, ensuring a clean and efficient site. The facility is designed for quick service, with oil changes typically completed in about 15 minutes, allowing customers to remain in their vehicles during the process.
Commission members raised questions about the facility's long-term viability, particularly in light of the growing electric vehicle market. Gartner reassured attendees that while the business primarily focuses on oil changes, they are prepared to adapt to future automotive service needs. The proposed hours of operation are Monday through Friday from 8 AM to 7 PM and Saturday from 9 AM to 6 PM, with minimal Sunday operations.
The commission also discussed traffic flow and safety, noting that the new design will eliminate certain access points that previously posed challenges. The anticipated construction timeline aims for the facility to open by late 2026, with ongoing improvements planned for the shopping center as a whole.
As the meeting concluded, the commission acknowledged the importance of landscaping and screening to enhance the site’s appearance and mitigate visibility into the service bays. The proposal is set to be voted on separately, with the potential to reshape the shopping center's landscape and service offerings in the community.
