The Shasta County Board of Supervisors on Sept. 23 approved a certificate of recognition honoring the life and community work of Isaac J. Lowe, a longtime local civil-rights and community leader. The board voted unanimously to accept and present the certificate to Lowe’s family.
Board Chair Kevin Krein read biographical highlights about Lowe, detailing her community contributions, including co-founding the Redding chapter of the NAACP, serving as Shasta County’s first Black female county employee and grand juror, and helping secure local recognition for Martin Luther King Jr. Day. Chair Krein noted she worked as a Shasta County social worker for 17 years and continued advocacy after retirement.
Family members and community leaders, including Russell Lowe and Vicky Zandbergen, spoke when the board called for public comment. Zandbergen described Lowe’s personal mentorship and a community effort to place a monument honoring Lowe; she said an unveiling was scheduled for Sept. 27. The board took public comment and then voted to accept and present the certificate; the board then recessed to present the recognition in the chambers.
The certificate was sponsored by the chair and supported by other supervisors; the presentation recognized Lowe’s sustained civic leadership and local historical contributions.
