Butte County approves five-year job-order contracting slate with four contractors

Butte County’s Board of Supervisors on Sept. 9 approved awards under the county’s annual Job Order Contracting (JOC) solicitation, recommending contracts with Hyatt Contracting, RCI General Engineering, Knife River Construction and Franklin Construction.
Public Works Director Joshua Pack told the board the JOC program, now entering its fifth year, has been used to invest “millions of dollars” in repairs and rehabilitation. Pack said six bids were received in the current solicitation; one bidder was found nonresponsive due to a missing Class A contractor license and the four highest-ranked responsive bidders were recommended for contract awards.
The board approved the contracts and authorized the director of public works to execute agreements. Pack noted the board previously directed that any individual job order exceeding $500,000 would return to the board for authorization; funding for the program was included in the department’s budget.
Discussion vs. decision: The board made a formal contract award decision with administrative direction that large individual job orders will return to the board for approval.
