Council leans to retain Local Waste as refuse contractor; compares Rumpke bid

Village staff told council they received two bids for refuse and recycling collection: one from incumbent Local Waste and another from Rumpke. The bids were similar but differed on pickup day, recycling costs and cart rental terms.

Staff summarized differences: switching to Rumpke would move the pickup day to Tuesday while keeping Local Waste would keep Thursday pickup. Both companies would provide recycling and yard waste pickup. Under Local Waste’s bid, residents could keep existing recycling bins and Local Waste would provide recycling at no additional cost; Rumpke’s proposal would require residents to rent Rumpke bins at $3.50 per month if the village chose their recycling service.

Staff presented the per-resident costs: $18 per month (Rumpke without recycling), $21.50 (Rumpke with recycling), and $20.75 (Local Waste), compared to the current rate of $19.95. Local Waste’s bid included the option to continue current contract language; Rumpke included some exceptions in its proposal.

Council members said the bids were close but voiced a preference to keep Local Waste for ease of service and to avoid requiring residents to rent new recycling bins or to change pickup days. One council member said scheduling bulk pickups without appointment by Local Waste is beneficial, and another emphasized the value of continuity so residents “don’t have that big change.” Staff said the recommended path was to remain with Local Waste to encourage recycling without charging extra.

No formal recorded roll-call vote to award a new multi-year contract was presented in the meeting transcript; however, council comments indicate direction to proceed with Local Waste and to finalize contract terms, which include an initial three-year term with an option to extend for two or three additional years under current contract language.
