Morris Township revokes Basking Ridge Towing license after police find insurance gap

The Morris Township Committee voted unanimously Wednesday to revoke the police-requested towing license of Basking Ridge Towing LLC after police investigators found the company lacked required insurance for several months.
Police testimony establishing the insurance gap prompted the committee to adopt Resolution 206-25, which revokes the firm’s license to provide police-requested towing and storage services in the township until a new license is granted.
The committee’s action came after Administrative Sergeant Mark Osterhout of the Morris Township Police Department testified that records show the company’s prior policy was canceled on Dec. 27, 2024, and a new policy was not in effect until May 30, 2025. “There was no insurance from Dec. 27, 2024, to May 30, 2025,” Sergeant Osterhout said, describing a period during which the company remained a licensed tow provider in town.
Municipal Attorney Alexander Canter summarized the legal basis for revocation and placed nine documents into the public record supporting the police investigation. The township clerk read the resolution aloud before the motion and second. Committee members voted by roll call; the minutes record all voting members present voting in favor and the resolution was adopted.
The resolution cites township code section 460-983 (insurance requirement for licensed tow operators) and states the committee found “probable cause” to revoke the license for failure to maintain insurance as required by the code. The resolution instructs that Basking Ridge Towing LLC “shall not provide any police requested towing service and or storage service within the township unless and until a new license is granted.”
Sergeant Osterhout said the police department first became aware of a possible lapse when the administrator’s office relayed information about an insurance change. Osterhout said he checked the files, contacted insurers listed on record, and confirmed the cancellation and later reinstatement dates.
No representative of Basking Ridge Towing appeared at the hearing in person or online. Committee members commented that the company’s absence was “telling” during the deliberations. The final roll call vote recorded the motion as approved.
The committee adjourned shortly after adopting the resolution; the revocation takes effect immediately under the terms of the local code.
