The Davie County Board of Education voted 7-0 on Oct. 17 to approve the district’s fiscal year 2025–26 operating budget resolution, a spending plan the district presented as roughly $74 million and explicitly excluding capital projects.
Clay Harris, who presented the resolution, told the board the district has continued to operate under a continuing resolution because a state budget had not been finalized and that he built the draft budget from three-year trends and the allotment information available. Harris said, “Our budget for this year is right at $74,000,000” and that the resolution approved Tuesday “does not include capital. We approved that resolution back in June. So it's all the other funds besides capital.”
Harris and Superintendent Dr. Belcher said they were being conservative about federal funding because some federal allotments remain uncertain and departments affected are reviewing their plans. Harris compared the adopted operating budget to the prior-year audit totals, noting the audited figures for the year ended June 30, 2025, were closer to $76.5 million.
Board members asked procedural questions and thanked staff for preparation. The motion to adopt the operating budget resolution was moved and seconded and carried by a voice vote, 7-0.
The board will still present the district’s audited financial statements later in the meeting; Harris said the budget was built on three-year trends and current allotment information and that department leaders were aligning spending assumptions to those allotments.
