Board approves rezone for duplex and renews conditional-use permit for wedding venue

The Graham County Board of Supervisors granted two planning and zoning approvals on Oct. 6: rezoning a small parcel for residential multifamily use to permit duplex construction, and issuing a conditional-use permit to operate a wedding venue at High Mesa Road and Barney Lane.
Planning Director Steve McGaughy said rezone 941-25 (parcel number 10620008) is approximately 0.46 acres across from Mount Graham Market. The applicant, Carl Artman, told the board he and his brother had purchased the property, cleaned up extensive trash and wanted to build duplexes; utilities and sewer capacity were confirmed by the city.
A board member commended the cleanup and moved to approve the rezone; the board approved it by voice vote.
McGaughy also presented a conditional-use permit request for parcel 10605392 (approximately 2.5 acres) so Savannah Peterson may continue operating a wedding venue. The director said a permit had been granted in 2015 to former owners; Peterson must obtain a new permit because conditional-use permits do not automatically transfer. The staff and planning-and-zoning commission recommended approval with the same conditions as before, including a 10 p.m. noise limit and on-site parking requirements. A supervisor said the venue had been used without complaint since the original permit and indicated support for renewal under the existing conditions.
The board approved the conditional-use permit by voice vote.
