The change, moved by Commissioner Ware and seconded by Commissioner Doss, passed on a 5-2 vote. The motion included four conditions: limit the development to 43 homes; maintain a 50-foot buffer on the west and north sides adjacent to the Mills Ridge subdivision (R-20); restrict the lots to for-sale units; and install a privacy fence along the buffer.
