City staff will ask the City Commission on Monday, Oct. 13, to add a veteran banner program to the Parks Department fee schedule, and staff said registration would open the next day if the commission approves the item.
Brian Dunnigan, director of administrative services and operations, told the Veteran and Veteran Families Advisory Committee that the item is scheduled as a consent agenda item for Oct. 13. “As of right now, it's just part of the consent agenda, not a stand alone regular item,” Dunnigan said, adding the commission could still pull it for questions.
Hannah Kirsch, recreation and events manager for the city, summarized the staff proposal that will appear in the agenda packet: an initial banner fee of $200, a renewal fee of $100 for banners in good condition, and a reproduction fee of $100 to replace a damaged banner. Kirsch said the city plans to store banners between display seasons, inspect them before rehanging and notify owners if a banner is not in suitable condition.
If the commission approves the consent item, staff said registration would be available beginning Tuesday, Oct. 14, and would remain open through Nov. 14 for this rollout year. Kirsch said banners would be hung roughly mid-January through mid-May, and then removed for the July 4 period.
Dunnigan said staff drafted the agenda item based on feedback from the advisory committee earlier this year and that the commission could ask questions or remove the item from consent for separate discussion.
Discussion at the advisory committee included requests that staff ensure clear public notice of registration timing and fee details if the commission approves the ordinance amendment. Kirsch said communications staff plan newsletter and social-media notices if the program is approved.
No formal vote on the program was taken at the advisory committee meeting; the committee’s role at the meeting was advisory and staff will carry the item to the commission for an official decision.
