Council hears first reading to rezone 1059 Maryland Ave from B2 to T2; second reading set for Oct. 15

The City Council heard a first reading of Ordinance 20558, an application by the Housing and Redevelopment Authority to rezone property at 1059 Maryland Avenue from B2 Community Business to T2 Traditional Neighborhood.

Stefan Hankerson, a staff member providing the report, said the property sits at the northwest corner of Maryland Avenue and Earl Street in the Payne-Phalen neighborhood, adjacent to single-family homes to the north and west, a church to the east and some commercial uses to the south. “The application before you is, at 1059 Maryland Avenue to rezone the property from b 2 community business to t 2 traditional neighborhood,” Hankerson said.

Hankerson told the council staff found the four required rezoning findings were met, that the applicant is the Housing and Redevelopment Authority, and that the District 5 Planning Council and the Payne-Phalen Community Council submitted a letter of recommendation. He said there was no public testimony at the zoning committee and the planning commission recommended approval by voice vote.

After the staff presentation, the council laid the ordinance over for second reading and a public hearing on Oct. 15. A staff report and planning commission recommendations will accompany the second reading; the transcript did not record who moved to lay the item over or any vote tally on the layover.

Because this is a first-reading matter, no final rezoning decision was made at the meeting.
