The City Council adopted a successor memorandum of understanding (MOU) with the Redding Police Officers Association miscellaneous unit covering classifications such as property and evidence technicians, community services officers and crime scene technicians. The MOU covers a successor term through July 31, 2026, and staff told council there are approximately 15 employees in the unit.
City staff said the MOU contains no wage increases and therefore has no fiscal impact. Staff highlighted several substantive changes: an increase in the vacation accrual cap from 400 to 500 hours; adoption of state-mandated reproductive loss leave provisions in accordance with Government Code section 12945.6 (effective January 2024); renaming “funeral leave” to “bereavement leave” and explicitly including miscarriage and stillbirth in accordance with the Reproductive Loss Leave Act; and a clarification that holiday accruals are limited to average hours in a paid status the day before and after a scheduled holiday.
Council moved swiftly on the item after staff presentation; a council member noted publicly, “there’s no wage increase. We are being responsible for the money,” and the council voted to adopt the resolution.
