The right‑of‑way acquisition and negotiations took longer than anticipated, exhausting the firm’s design-budget allowance; staff recommended the supplemental agreement to cover the remaining design work.
City staff said negotiations have resolved most parcels and that, by week’s end, only one property remained in right‑of‑way negotiations. Council members had no substantive questions and moved to authorize the public works director to sign the WSDOT supplemental agreement. The motion passed with no recorded opposition.
The supplemental authorization allows staff to finalize design changes needed to complete right‑of‑way documents and move the project toward construction readiness and WSDOT certification.
