Staff explained the proposal would reserve ground-floor space for active uses on Main Street by limiting offices to upper floors, formalize outdoor dining rules including a hard 10:30 p.m. outdoor music cutoff in the draft, allow grills/smokers at outdoor dining areas with a 20-foot buffer from residential zone boundaries, and relax a restrictive lettering-size limit for signs. Staff also consolidated rules governing A-frame and temporary signage to reduce sidewalk obstructions.
Council members raised concerns about the proposed 10:30 p.m. music cutoff, noting many adjacent residential properties would be affected. Councilmember Heidi Robinson asked to align the outdoor-music cutoff with the city's noise ordinance; after discussion the council directed staff to move the cutoff to 10:00 p.m. and tabled the ordinance for the next meeting so the change can be inserted in writing.
Outcome: The council voted to table Ordinance 2025-O-19 and asked staff to return the amended code language, including a revised outdoor-music end time of 10:00 p.m., on the consent agenda at the next meeting.
