Midvale City Council unanimously adopted text amendments Oct. 7 to the city's master-plan development (MPD) rules governing the SF-1, SF-2, RM-12 and RM-25 zones.
Planner Wendeline told the council staff propose flipping the current approach so developers “opt in” to MPD standards when they propose common open space rather than requiring MPD for all projects over one acre. The amendments also raise the improved common open-space requirement from the previous figure to 25% and replace an ambiguous parking-discretion process with a clear standard: two off-street stalls per unit plus 0.5 stall per unit for guest parking, with the guest stalls to be separate from driveways.
Council discussion focused on parking and enforcement. Councilmember Paul Glover and others urged higher parking counts for some dense projects; staff explained state law limits some local parking controls (for example, requiring allowance of tandem parking). Wendeline and council members said the clarified formula will remove ad-hoc decisions by the planning commission and give consistent expectations to applicants.
Outcome: The council approved Ordinance 2025-O-17 unanimously. Staff said the changes aim to increase usable open space and provide an implementable, legally defensible parking standard for future developments.
