Thurston County approves $1.61 million contract to renovate Israel Road building

Thurston County commissioners voted to award a renovation contract for a county-owned building at 1111 Israel Road Southwest in Tumwater to Construct Inc. for $1,609,800.

The project will convert the building for county use, including a secured evidence storage unit with a walk-in cooler, a dividable training room, a secure entry lobby, security film on exterior windows, exterior siding cleaning and painting, installation of a secured fence in parts of the parking area, and an emergency generator system.

Tony Schall, capital project manager with Central Services, told the board the county received four bids and that the low responsive bid from Construct Inc. totaled $1,609,800. “This bid is approximately $800,000 below the original approved budgeted amount,” Schall said.

Schall said the project is included in the county’s 2025–2031 capital improvement plan and aligns with the county strategic plan objective to provide “safe, secure, accessible, and functional facilities to effectively house county services and the associated workforce.”

The motion approved by the board authorized the director of Central Services to execute the contract and any amendments that do not exceed 10 percent of the contract value. Commissioners did not record a roll-call vote in the transcript; the motion passed after the board voice vote.

County staff said the project was advertised in local and trade publications and on the Builders Exchange of Washington; staff also noted the bid included the specified project scope and contingency planning. The contract award will allow Central Services to begin preconstruction coordination with the contractor and schedule work consistent with county capital planning timelines.
