The presenter said the measures would determine whether the state continues funding that allows universal free meals for students. "If it were to not continue, then the funds that are remaining ... will run out. We will have to go back to a program where the only students who would get free meals would be students who were either applied for free and reduced lunch or were in very specific schools," the presenter said. The presenter added a practical concern: the district currently serves students at the point of lunch and does not turn students away for lack of funds; when students without accounts are served, the district accumulates lunch debt that it struggles to collect.
Board members asked staff to provide the resolution text and the district's analysis in the blue book for further review. One trustee said they were not in favor of the resolution as drafted, citing concerns about ballot measure language and fiscal impacts; the speaker referenced limits in prior measures and questioned the proposed changes to funding authorities. The trustee said they would oppose the resolution when put to a vote.
The presenter said they had borrowed language from other districts that had already adopted similar resolutions and invited other trustees to propose edits. Trustees also asked staff to check with the Colorado Association of School Boards (CASB) to learn whether CASB has taken a position on the measures.
No formal board resolution was adopted at this meeting; staff will bring a final version to the next meeting for consideration and trustees were invited to submit suggested edits in the interim.
