The Imperial County Board of Supervisors on Oct. 7 approved an amended emergency declaration to remove an existing underground storage tank at County Center 2 and to procure a replacement and temporary generator after testing showed the existing generator was obsolete and inoperable.
Public works staff told the board that the below-ground storage tanks and a 25+-year-old generator serving the sheriff's office and emergency systems no longer meet current state requirements; the generator overheats during testing and does not comply with current emissions/tier standards. John (Department of Public Works) explained the county is moving to remove the underground fuel tank, install an above-ground compliant fuel tank and bring in a temporary generator with a temporary tank to keep critical systems operational while a new permanent generator and compliant tank are procured and installed.
Staff estimated ballpark costs for a new permanent generator at roughly $250,000 plus installation and said temporary rental units can run about $10,000 per month; they anticipated a temporary generator on site for several months. The board approved adding the generator replacement into the emergency declaration to allow faster procurement and mobilization. Staff said they have quotes from three suppliers and will pursue the most cost-effective option.
Supervisor Peggy Price asked about funding and whether the cost would be covered from existing budgets or require a separate request; staff said they would work through GSA and the CEO's office and anticipated additional installation and tie-in costs could double a straight equipment price because of switchgear and electrical work. The board approved the motion (second by Supervisor Kelly). The transcript records "Motion carries" for the emergency declaration amendment.
Notes: Staff emphasized urgency because the generator operates jail and 911 systems; replacement and temporary power are critical to maintain public safety and continuity of operations. The emergency declaration allows expedited procurement under state law.
