El Mirage presents $114.1 million Budget in Brief; highlights capital and personnel changes

El Mirage officials presented a condensed Budget in Brief on Oct. 7 outlining the adopted fiscal year 2026 budget of $114.1 million, which covers July 1, 2025, through June 30, 2026.
Macy, the city’s budget presenter, told the council the Budget in Brief “provides a high level summary of the budget through a variety of charts and illustrations” and is intended as a supplement to the full budget book. The presentation noted the adopted FY2026 budget is $3.8 million lower than last year.
The document, she said, shows the city budgets one-time revenues for one-time expenditures and describes the top five funds: general, water, wastewater, highway user revenue and sanitation. Macy said capital spending across all funds is $33.3 million, about $1.9 million higher than the prior year, and that personnel costs rose by 1.8 percent.
Macy said the general fund remains the primary source for city operations and that approximately 49 percent of general-fund expenditures are allocated to police and fire operations. She also noted the City continues to receive recognition from the Government Finance Officers Association, including a Distinguished Budget Award for five consecutive years.
Council members asked for clarification on increases shown in the presentation. Council Member Gentry asked why supplies and services increased by $2.5 million and whether new positions were the cause; Macy replied the supplies-and-services increase reflected restructured object codes and inflationary pressures, and that personnel increases were shown separately as the $1.8 million personnel change.
The Budget in Brief is available on the city’s website and via a link to the transparency portal cited in the presentation. No council action was required or taken during the presentation.
