House launches probe into Future LLC and Banks LLC over cannabis-payment platform and patient-data concerns

The Puerto Rico House of Representatives voted on Oct. 7 to open an investigation into the business relationships among Future LLC and Banks LLC and whether their operations — including an electronic-payment application used by patients and dispensaries — comply with applicable financial-privacy and anti–money-laundering rules.
Representative Navarro Suárez introduced the resolution, telling the House that the inquiry will examine whether Banks LLC’s payment platform (identified in testimony as “Vance Pay”/mobile application) and the corporate connections to Future LLC create transparency, licensing or data-privacy risks for patients and licensed cannabis businesses. Navarro Suárez said the resolution will seek records and testimony from state regulators and financial supervisors and to evaluate compliance with federal anti–money-laundering guidance.
Navarro Suárez described the concern in the House: “Esta interconocida corporativa entre entidades que manejan datos de paciente y la persona que procesa sus pagos genera serias preocupaciones sobre la falta de transparencia y la posible existencia de prácticas comerciales indebidas.”
The resolution directs the House committee (Banca, Seguros y Comercio) to subpoena relevant entities and to request information from the Office of the Commissioner of Financial Institutions and other regulatory authorities. Members said the goal is to determine whether the electronic-payment intermediary operates with appropriate licensing, anti–money-laundering controls, and safeguards for patient health information.
Outcome: The House approved the resolution as read and ordered the committee to proceed with the investigation. The measure was adopted in session; the committee will schedule subpoenas, hearings and requests for records as part of its inquiry.
Context: Testimony and comments cited federal financial controls (FinCEN guidance / Bank Secrecy Act) and Puerto Rico’s cannabis-regulatory framework in discussing how cash-heavy operations can raise legal and compliance concerns. Lawmakers said agencies will be invited to explain oversight steps and whether state or federal enforcement actions are warranted.
