The Knoxville County Commission voted to enter executive session at a special meeting July 18 to discuss a personal matter, citing 1 M.R.S.A. §4056(a).
The Presiding officer said the meeting had a single agenda item and that the commission would begin with public comment; after saying, “Seeing no public here, I will assume there is no public comment,” the officer asked for a motion to move into executive session. The officer described the sessions as "to discuss a personal matter pursuant to 1 MRSA, 4 0 5 6 a." 
Commissioners made and seconded a motion to go into executive session; when the presiding officer asked for discussion there was none. “All those in favor,” the presiding officer said, and the commission then moved to “reconvene in executive session down at the table.” The commission planned three executive sessions tied to the single agenda item.
Earlier in the meeting one speaker noted that a commissioner (named in the transcript as Mark Bradner) needed to be physically present because the meeting was not set up to allow him to join by Zoom. The presiding officer acknowledged the recording was on but that the Zoom link had not been enabled for that participant.
No public comments were taken at the start of the meeting, and the body announced no public action before moving into closed session. The commission did not state any outcomes for the public record before recessing; any formal votes or actions that must be disclosed will appear in the commission’s public minutes or subsequent agenda items if and when they are made public.
