The school board voted to adopt revisions to the district Chromebook handbook intended to comply with Ohio’s Senate Bill 29, which requires schools to notify parents when staff access or monitor school-owned devices provided to students.
Superintendent Mister Bellville told the board the law takes effect about 90 days after July 24 and “requires that we notify parents anytime that we monitor school owned devices that are given to students.” He said the bill lists seven exceptions and noted the district will continue immediate, safety-related monitoring under those exceptions.
Bellville said one exception covers monitoring that is necessary to comply with state or federal law or to accept state or federal money, and he raised a practical question about E-rate, a federal funding program the district accepts. “Do we need to send notification to our parents on a daily basis since we have to do that as a requirement of the funds we receive for the E-rate program? That is obviously overkill … but if that’s what we have to do, then that’s what we’ll do,” Bellville said.
After the superintendent’s explanation, a motion to approve the Chromebook handbook revisions was moved and seconded and carried on a recorded voice vote. Board members voting “yes” were Mister Hoffman, Missus Conrad Zangmeister, Missus Johns, Mister Kemmer, Mister Smelter and others as reflected in the meeting roll-call. The motion passed and the handbook revision was adopted.
Bellville said staff will continue to work with legal counsel and to communicate with families while the district finalizes parent-notification language and related procedures.
