Council member Skogstad read two items under unfinished business: a second reading of an ordinance amending Section 105.02(b)(2) governing market purchases and a second reading to approve the 2024 replacement pages to the codified ordinances.
The competitive-purchase amendment as read increases the amount that triggers the competitive-bid requirement and specifies procurement procedures for purchases. As the ordinance text on the record stated, for "the purchase of materials, supplies, and equipment for the procurement by the city of value more than $2,000 and less than $25,000, the purchasing agent shall obtain and submit three prices from the open market." Council also considered adoption of the 2024 replacement pages to update the city's codified ordinances to conform with current state law. The ordinance reading referenced West Virginia Code §8-11-4(b) as the statutory provision governing publication and stated that the mayor would certify the replacement pages to be filed as a permanent record with the city clerk. The ordinance said the replacement pages would take effect immediately upon passage.
