Resident urges fixes after repeated flooding on Nineteenth Street, proposes simple bus-stop shields

Brian Flynn, a Vienna resident, told the City Council at the public forum that heavy rains regularly flood Nineteenth Street near his home and that bus stops in several locations leave riders exposed to splashing and the elements.
"When it rains, that road turns into a river," Flynn said. He told the council he lives "at 1202 right on the hill" on Nineteenth Street and that runoff forces pedestrians "to walk literally in the middle of the street." Flynn said his car is currently in the shop and that he has had to walk because of vehicle problems.
Flynn raised separate concerns about several bus stops, including the stop by Harbor Freight, the stop near Aldi and one at Freeman Park. He proposed installing inexpensive vinyl strips hung from the edge of the shelters to reduce splash and wind exposure for children, older adults and people with disabilities.
"It's not gonna be a complete protection from the elements, but it'd be a lot better than getting splashed," Flynn said.
The council did not take formal action on Flynn's requests during the meeting and no staff report was delivered in response. Flynn's remarks were made during the agenda item identified as the public forum and are a request for the council or staff to investigate drainage on Nineteenth Street and the feasibility of adding protective strips at bus shelters.
The council may refer the issues to public works or the budget/finance committee for follow-up in a future meeting.
