The committee received written notice from the village of Downers Grove that it intends to terminate the consortium intergovernmental agreement effective April 30, 2026.
Committee chair Berlin read the notice and staff explained the current restated IGA runs through June 30, 2027 and renews each April. Staff said notice must be given before Nov. 1 to affect the next renewal cycle; absent an earlier notice, agencies remain responsible for payments through the June 2027 restatement.
Staff told the committee that Addison previously avoided the post‑extension payment obligation because it gave notice before the extension was entered. Staff also said the consortium has contingency options to mitigate cost impacts if an agency refuses to pay: negotiating lower pricing with Hexagon, removing noncritical services from the contract, and other cost adjustments that should limit the consortium impact.
No policy change or vote occurred at the meeting; staff said a new IGA will be needed after June 2027 and that the RFP process will inform decisions about product selection and future membership.
