City manager: transfer station continues to turn away residents as Davis Sanitation struggles to keep dumpsters emptied
Summary
City staff reported the transfer station is regularly turning people away because Davis Sanitation cannot deliver replacement dumpsters quickly enough; staff said contract constraints limit the city's options without higher costs or losing the contractor.

City staff told the Perry City Council on Oct. 6 that the city’s transfer station remains unable to accept all drop-offs because dumpsters fill quickly and replacement dumpsters are not delivered in time by the contracted hauler, Davis Sanitation.
Nate, the city manager, told council members the problem is not resolved. He said dumpsters fill very quickly and that Davis Sanitation is stretched thin under the current contract. According to staff, the city has limited leverage to require faster service without risking the contract or paying substantially higher fees to another provider.
Council members asked whether residents who are turned away could use other sites. Staff said they would contact the Tonkawa facility to determine whether residents can take debris there and would follow up. Staff also noted that, historically, some residents could be directed to take loads to city hall in the past but said that is not a full-time solution.
Why it matters: Residents who rely on the transfer station for debris disposal have reported being turned away when dumpsters are full. City staff said the issue is operational and contractual and that they have no immediate solution without changing contract terms or provider arrangements.
City staff did not propose a specific contract change or alternative at the meeting and identified no immediate resolution other than staff follow-up.
